A large number of properties with an Edmonds mailing address sit in unincorporated Snohomish County rather than within the city boundary. That changes which department reviews your project, which code amendments apply, and what the fees and review timelines look like.

It is not a small distinction. A project scoped against Edmonds requirements and then submitted to the county — or the reverse — means a redraw and a delay.
